Wisconsin only allows the sale of vaping devices and e-liquids listed in the Department of Revenue Electronic Vaping Device Directory. This WI Directory List shows the vape products we can ship to a Wisconsin address. Use the Filter By bar to narrow the list by product type or brand.

What Ships to Wisconsin

• E-liquid and salts: listed flavors from Coastal Clouds, Juice Head, Naked 100, Suicide Bunny, Jimmy The Juice Man and Vapetasia.
• JUUL: JUUL devices and pods.
• Batteries and chargers: 18650 and 21700 batteries, battery chargers and battery cases sold on their own.

What Does Not Ship to Wisconsin

Pod kits, box mods, tanks, coils, disposables and dry herb or concentrate vaporizers that are not in the Wisconsin directory cannot ship there. The directory covers devices and their parts, not just e-liquid, so most of our hardware isn’t on it.

Wisconsin Vape Law Facts

• Fines: since September 1, 2025, Wisconsin can fine a seller $1,000 a day for each unlisted vaping device it sells, and the state can seize unlisted devices.
• What the directory covers: any vaping device, its components, parts and accessories, and the liquid it vaporizes, whether or not it contains nicotine.
• Batteries and chargers: the directory doesn’t cover a battery or charger sold on its own. A battery sold with other device parts needs a listing.
• How a device gets on the list: its maker needs an FDA marketing order, or a premarket application (PMTA) filed by September 9, 2020 that is still under review.
• Herb, concentrate and hemp devices: dry herb and concentrate vaporizers count as vaping devices even without nicotine. Since July 1, 2026, nicotine-free hemp devices also need a listing, with fines from September 1, 2026. Devices over 0.3% delta-9 THC can’t get one.
