California bans flavored tobacco products, including menthol. It only allows tobacco products on the state Unflavored Tobacco List (UTL). The Attorney General keeps that list. What Does Not Ship to California

Flavored e-liquids, salts, disposables and prefilled pods can’t ship to California. That includes menthol, mint and iced flavors. The state also bans flavored nicotine pouches, including mint, menthol, wintergreen and cooling pouches like ZYN Chill. Tobacco products that are not on the UTL can’t ship either. San Francisco has stricter rules than the rest of the state, so its addresses use the SF Shipping List.

Shop this list and check out as usual. If your cart holds an item that can’t ship to California, checkout shows a notice so you can remove it. Every order needs an adult signature (21+) on delivery. State law also requires a short recorded call after 5 p.m. to confirm your order before it ships. If your billing address is in California, the age check at checkout also asks you to sign a short statement by typing your name.
