Why vape shipping depends on where you live
Two layers of vape shipping rules decide what we can send you.
Federal law sets the baseline. Under the federal PACT Act, online vape sellers must verify your age and collect state taxes. They must also ship with an adult signature and ID check. Our PACT Act guide explains what that means for your order.
State and local vape laws also add more. They usually fall into three groups:
In some states, we can’t ship vape products at all. In others, only certain types can go, like accessories or herb vaporizers.
A growing number of states keep an official vape directory list of approved products. So we can only ship listed products there.
Some states and cities also ban flavors or add rules of their own, like San Francisco and Chicago.
State vape laws keep changing. For example, Pennsylvania starts enforcing its own vape directory on October 19, 2026. A list on a shipping page goes out of date fast, so we put the answer on every product instead.

Every product has its own number, because vape shipping rules depend on what the product is. For example, a battery or an herb vaporizer can ship to more places than a flavored e-liquid or a can of nicotine pouches.

Shop by State: every vape that ships to you

Several states are List only, including California, New York and North Carolina. In those states, you can only order vapes online from the state’s vape directory list. Some cities have their own rules too. So if you live in a city like San Francisco or Chicago, also use our ZIP code check.
Checkout checks your cart for shipping restrictions
When you enter your shipping address, checkout checks every item in your cart against your state and city. It applies the same vape shipping restrictions as the tag, so you can order vapes online without surprises.
- The order summary names the item. If something can’t ship to your address, you’ll see which item it is and why.
- Remove it or swap it. A link takes you straight to your state’s list, so you can pick something that does ship.
- Place your order. If an item that can’t ship is still in your cart, a clear message stops the order. That way, nothing ships that shouldn’t.

Vape shipping restrictions change often, so a few habits make it easier to order vapes online without surprises.
- Check the tag first. Before you add something to your cart, tap the Ships to tag and find your state.
- Shop your state’s list. If your state is List only, start from your list on the Shop by State page instead.
- Check your ZIP code. Cities like San Francisco and Chicago also have rules of their own.
- Use a home or business address. We can’t ship to PO boxes or military addresses.
- Be ready to sign. When your order arrives, an adult 21 or older must sign and show a valid photo ID.
